Duties:
- Business Development & Project Identification:
- Lead market research efforts to identify and evaluate potential construction projects within KSA.
- Build and maintain relationships with key stakeholders, including government entities, private clients, and industry partners.
- Stay updated on industry trends, emerging opportunities, and relevant regulatory changes in KSA.
- Assess the feasibility of projects and provide recommendations on the company’s participation.
- Tender Process Management:
- Lead and manage the tender process from initial inquiry through to submission.
- Collaborate with relevant internal departments (e.g., estimating, procurement, design) to develop competitive, well-organized tender proposals.
- Ensure compliance with local and international tendering regulations and company policies.
- Coordinate and review all technical, commercial, and contractual documentation for submission.
- Project Mobilization & Setup:
- Upon securing a project, mobilize resources, including staff, equipment, and materials, to KSA.
- Work with the Group General Manager and senior management to ensure resources and strategic objectives are aligned.
- Ensure the legal and operational setup of the project site, including managing permits, registrations, and any other required local compliance.
- Project Execution & Oversight:
- Manage the execution of the project on-site, ensuring it adheres to timelines, budget, and quality standards.
- Oversee project operations to ensure projects are completed safely and efficiently, in compliance with company policies, local regulations, and industry standards.
- Monitor progress and performance on projects.
- Address any challenges or obstacles during the execution phase and implement corrective actions as necessary.
- Team Leadership & Coordination:
- Build and lead a strong local team to support all operations in KSA.
- Provide leadership and mentorship to project managers, engineers, and other team members.
- Foster a collaborative working environment to ensure smooth project execution and alignment with organizational goals.
- Manage and support human resources, ensuring effective staffing, training, and development to meet project demands.
- Financial & Budget Management:
- Develop and manage project budgets, ensuring efficient allocation of resources to meet financial objectives.
- Oversee cost control procedures and ensure that projects remain on budget.
- Collaborate with the finance department to track project-related costs and ensure that financial reporting is accurate and timely.
- Compliance & Risk Management:
- Ensure adherence to local laws, regulations, and company policies, including safety, quality standards, and environmental sustainability.
- Identify, assess, and mitigate project risks to minimize potential negative impacts.
- Stay current on KSA’s construction regulations and ensure compliance at every project phase.
Candidate Requirements:
- Education: Bachelor’s degree in Civil Engineering, Construction Management, or related field. A Master’s degree or professional certification (e.g., PMP, MRICS) would be a plus.
- Experience:
- A minimum of 20 years of experience in the construction industry, with at least 5 years in a senior management role.
- Proven track record of leading large-scale construction projects, from tendering to successful delivery.
- Experience in the GCC market, with an understanding of local laws, customs, regulations, and market dynamics.
- Strong network of contacts in the construction and real estate industries in the GCC region.
- Skills:
- Strong leadership, decision-making, and communication skills.
- Ability to manage complex projects, budgets, and diverse teams.
- Fluent in English.
- Strong negotiation skills and experience with contract management.
- Proficient in project management software and MS Office Suite.

• Proficient PC skills including proficiency in various Project Controls Software and Microsoft Office Suite.
• Proven ability to perform in a supervisory capacity.
• KSA/GCC experience is desired.
• Ideally a track record working on large complex Building projects with recognised Main Contractors
