Description

Duties:

  • Manage and oversee the consultants and contractors cost control procedures throughout the duration of the project.
  • Manage and implement all required cost control and audit procedures for all Project Cost Control activities designed to measure the project status.
  • Assess, evaluate and make recommendations related to any financial claim and providing the necessary input with regards to the contracts in place.
  • Evaluate all variations, additional works, field changes, additions and omission, and incorporation of the same with the Monthly Cost reports.
  • Prepare pricing Change Orders and negotiating agreement with the Contractor / Consultants as necessary.
  • Report on contractual and financial matters related to all consultancy /contracting companies.
  • Liaise with the legal department on all legal matters concerning the contracting organizations.
  • Liaise with senior representatives of third party, project management, consultant, main contractor and subcontractor organizations.
  • Review and verify all contract documentation between the consultancy /contracting companies and any other party.
  • Develop, implement and monitor monthly cost control mechanisms, including financial statements and document control procedures.
  • Review contractual correspondence to protect the company interests.
  • Review and verify all contract documentation between the contracting companies and any third party.
  • Review and verify correctness and suitability of outside consultant produced contracts.
  • Facilitate Value Engineering Workshops at design and construction phases.
  • Manage Quantity Surveyors on take offs of multi-discipline design quantities (Bills of Quantities – BOQ).
  • Maintains proper and complete communication with the Project Team on all commercial related issues.
  • Provide guidance to project staff on commercial issues.
  • Manage the settlement and resolution of consultant and contractors claims.
  • Manages project invoicing/billing from the consultant, contractors, and suppliers.
  • Supervise the management of contractual cost controls and financial control procedures.
  • Supervise the management of projects on all matters related to commercial/contractual matters including claims and dispute resolution.
  • Participate in cost and contractual review meetings and reports thereon.
  • Oversee the completion of all close out formalities and the final account for the projects.
  • Supervise the monthly project cost reports and input to consolidated Monthly Report.
  • Provide general commercial/contractual support to the project teams.
  • Deal with and resolution of problematic contractual issues and safeguards the company’s interest at all times.
  • Improve / Develop Quantity Surveying practices and systems.
  • Process and certify Payment Applications by the contractors/consultants/suppliers.
  • Oversee and verify final accounts.
  • Ensure all bonds and insurances required are submitted on time and as per contract requirement by contractor and subcontractors.
  • Manage contracts & administration in relation to all contractual matters, including Preparation of RFPs preparing commercial enquiries & tenders.

Candidate Requirements:

  • Minimum of 10 years experience with at least 3 years spent in the UAE.
  • Degree qualified preferred with MRICS membership an advantage 
  • Experience with drafting / reviewing Contract T&C’s, Commercial reporting.
  • An excellent grasp of English Written/Communication skills is a necessity.
  • A mixed background spent with International Contractors/Consultants and Client side would be preferential.
  • Knowledge of FIDIC based Contracts from the Contractor/Subcontractor perspective.
  • Strong sound knowledge of Construction law, Contracts with specific emphasis on building Contracts.
  • Sound knowledge in most building/Construction and Civil works systems and methodologies as well as their sequences of works programs etc. for the running of a sound project (delivered).
  • Good knowledge and experience in construction contractual matters in major Building, Mechanic and Civil Works.
  • Detailed knowledge and understanding of Contract Administration.
  • Detailed knowledge and understanding of cost control and forecasting.
  • Final Account preparation, negotiation and close out Contractual Claims preparation, negotiation and close out.
